The East Jerusalem Young Men's Christian Association (EJ-YMCA) was founded in 1948. It is an independent, neutral, and professional organization committed to a unique vision of community, based on the universal values of human dignity, peace, and justice.
The East Jerusalem YMCA, through the Joint Advocacy Initiative (JAI) program, a joint program of the YMCA and YWCA, is announcing a Request for Proposals for a Program Evaluation Consultant vacancy.
Objectives of the consultancy:
The overall objective of this evaluation is to assess the effectiveness and efficiency of the Joint Advocacy Initiative (JAI)’s activities and their impact on youth engagement. It also aims to evaluate the performance and outcomes of the Olive Tree Campaign (OTC) and JAI’s participation in other national advocacy campaigns. The evaluation will recommend necessary programmatic modifications to achieve improved outcomes and greater impact on target audiences.
Required Qualifications:
- Minimum 5 years of relevant experience, ideally in organizational development, evaluation, or strategic planning.
- Proven ability to apply participatory appraisal techniques and sensitivity to gender and political issues.
- Excellent analysis (both qualitative and quantitative) and report writing skills.
- Strong communication and interpersonal skills, especially with vulnerable groups.
- Fluency in Arabic and English (written and spoken).
- Experience working on youth-focused projects.
- A personal or organizational profile of the consultant, along with at least three samples of previous evaluation or analytical work, must be submitted via email to the JAI as part of the application.
- Knowledge of the Palestinian context is required.
Assignment Duration: 40 Days
Starting Date: August 2025
