Background:
The Palestinian Association for Empowerment and Local Development—REFORM is a Palestinian NGO that works in the fields of empowerment, local development, and social transformation. It seeks to promote inclusion and social solidarity in Palestine through empowering marginalized hard-to-reach groups and structural reform.
REFORM is seeking to contract with (2) experts to work closely with REFORM’s team to:
1.Develop its Strategic Plan for 2026 – 2030.
2. Implement annual strategic review workshops for 4 years.
3. Implement (3) Reflection on Changes (ROC) sessions per year for each project.
One of the experts will work on developing the strategy and implementing the annual review workshops, while the other expert will implement the ROC sessions for REFORM’s projects.
Interested candidates must submit their technical and financial offers latest by Wednesday, 02.07.2025, by 03:00 PM.

Submission Instructions and Notes:
1. REFORM reserves the right to postpone or cancel the tender/contract in the event of any improper conduct of the assignment(s).
2. Announcement fees will be covered from the selected candidate(s).
3. REFORM is not obliged to choose the lowest price.
4. REFORM’s team will be evaluating each section separately and will choose the best candidate according to the below evaluation criteria.
5. REFORM has a right to postpone or cancel the tender.
6. The Passing grade of the technical offer is 55%. The financial offer will be evaluated afterward.
7. Only individuals may apply companies will not be considered.
8. The applicants must register on our procurement system, “E-connect,” using this link: (econnect.ps), and attach a copy of the registration form with the offer.
9. Please submit separate Technical and Financial offers, signed and/or stamped in sealed envelopes, and delivered by hand to the following address: The Palestinian Association for Empowerment and Local Development–REFORM, Tirawi Building, 2nd floor in Al Masyoun, Ramallah, West Bank.
10. The procurement committee will open the technical offers on Wednesday 02.07.2025 at 03:10 PM.
