Background & Introduction:
The Palestinian Farmers’ Union (PFU) is a widely recognized network in Palestine, representing farmers from all agricultural sectors and communities. PFU advocates for farmers' rights and interests, aiming to foster a supportive and enabling policy and business environment. Through quality services, PFU strengthens farmers’ skills in production, processing, and marketing, helping them navigate challenges and maximize resilience.
In partnership with Oxfam, PFU is implementing two key projects focused on inclusive, fair, and sustainable agricultural development in Palestine. These projects are:
- Power of Voices Partnership – Fair4All (PVP), which advocates for improved agricultural policies that align with farmers' rights.
- Women, Youth, and Other SSPs as Change Agents in the Fresh Vegetable Value Chain (DGD), which empowers women, youth, and small-scale producers to gain better access and opportunities in the vegetable sector.
Context
In the face of growing environmental challenges, such as war, climate change, resource scarcity, and biodiversity loss, smart agriculture has become essential for sustainable food production. These modern practices use advanced technologies to help farmers monitor soil, weather, and crop conditions in real time, enabling efficient resource use and reducing dependence on water, pesticides, and chemical fertilizers. Smart agriculture is more than a technological upgrade—it represents a holistic approach that supports environmental protection, biodiversity conservation, and long-term food security.
In alignment with this vision, the Palestinian Farmers Union has supported several pioneering initiatives that embody the principles of smart agriculture. In 2023, three outstanding projects received grants through PFU programs. Since then, the PFU has actively followed up on their progress, providing technical support and ongoing monitoring to ensure effective implementation. All three projects have successfully established their businesses, launched marketing efforts, and begun generating sales.
PURPOSE OF THE CONSULTANCY
The purpose of this consultancy is to conduct three impact studies evaluating the agricultural entrepreneurship projects implemented over the past years. These studies will assess the overall impact of the projects on beneficiaries and communities, examine the role and effectiveness of the Palestinian Farmers Union (PFU) in supporting and guiding these initiatives, and evaluate the sustainability of the outcomes achieved. The consultancy will also provide evidence-based recommendations to enhance future programming and strategic planning.
SCOPE OF WORK
The consultant will carry out an in-depth impact assessment of three entrepreneurial agricultural projects supported by the Palestinian Farmers Union (PFU) since 2023. The work will include both desk review and field visits to evaluate each project’s progress, performance, and sustainability.
Specifically, the consultant will:
- Review project documentation provided by PFU and any relevant background materials.
- Conduct field visits and interviews with the three project owners to gather qualitative and quantitative data on project outcomes, challenges, and future plans.
- Evaluate the business performance of each project, including production capacity, marketing activities, sales performance, and customer reach.
- Analyze sustainability and scalability, identifying environmental, social, and economic factors that influence each project’s growth potential.
- Recommend the most promising project(s) for future PFU investment based on a clear analysis of potential for expansion.
- Propose suitable forms of intervention (technical, financial, or other) to support selected project(s) toward long-term success.
The consultant is expected to approach this assignment with a practical and strategic lens, considering PFU’s limited resources and interest in supporting impactful, sustainable agricultural entrepreneurship.
DELIVERABLE
Deliverables
The consultant will be responsible for delivering the following:
- Three Detailed Impact Assessment Reports – One for each of the selected entrepreneurial projects (Microgreens, COMPOST MIX, and GREEN ROCK COMPOST). Each report must include:
TIMEFRAME
The duration of the consultancy is 5 to 7 working Days from the date of signing the contract. All deliverables must be completed and submitted within this period. The consultant is expected to provide a clear work plan at the beginning of the assignment to ensure the timely completion of all tasks.
