Comprehensive Hydraulic Modelling and Analysis of Tulkarm City's Water Distribution Network with Capacity-Building Program for Municipal Technicians
The Palestinian Hydrology Group (PHG) invites qualified consultant(s)/firm(s) to provide professional consulting services for the Comprehensive Hydraulic Modelling and Analysis of Tulkarm City's Water Distribution Network with Capacity-Building Program for Municipal Technicians, under the project “Improving the efficiency and sustainability of urban water distribution networks in the city of Tulkarm, West Bank. Comprehensive hydraulic analysis with a gender approach” funded by the Ajuntament de València through the Asamblea de Cooperación por la Paz (ACPP).
Interested and qualified consultants or firms are invited to request the complete Terms of Reference (TOR) from PHG offices in Ramallah or Nablus. A non-refundable fee of NIS 200 is required.
Submissions for this proposal are provided in one copy and placed within two sealed envelopes, separately for the Technical Proposal and Financial Proposal. The Consultant(s)/Firm(s) name and address must be clearly printed on each envelope, marked "Professional consulting services – PHG/Valencia24 project," and delivered no later than 11:00am on May 8, 2025. The envelopes should be addressed as follows:
Submissions must include one original copy, placed within two sealed envelopes—one for the Technical Proposal and one for the Financial Proposal. Each envelope must clearly indicate the name and address of the Consultant/Firm and be marked: "Professional Consulting Services – PHG/Valencia24 Project".
Submissions must be delivered no later than 11:00 a.m. on May 8, 2025, addressed to:

Palestine, Ramallah, Al-Masyoun Neighborhood,
21 Emil Habibi Street, Al Manar Commercial Center, 2nd Floor.
Tenders will be opened shortly thereafter, at 12:00 noon, in the presence of the tenderers or their authorized representatives who wish to attend.
Late submissions will not be considered under any circumstances.
PHG reserves the right to cancel this RFP, in whole or in part, without incurring any liability for costs borne by the Consultants/Firms.
