  1. Introduction

The purpose of this Terms of Reference (ToR) is to outline the scope, responsibilities, and deliverables for a consultant who will be responsible for conducting an endline assessment and final evaluation assessment for the BMZ Resilient Communities project. This project aims to supporting vulnerable and affected Palestinian communities to transition to more resilient, sustainable, and equitable economic growth in the Gaza Strip and the Jordan Valley. The consultant will be expected to conduct rigorous assessments of the project to measure its progress toward achieving the desired outcomes, including both originally planned and adaptive interventions introduced in response to the Gaza war and other emerging challenges.

Project design and Intervention logic

The Resilient Communities project aims to enhance resilience in conflict, COVID-19, and climate-impacted Gaza Strip and Jordan Valley communities. It targets small-scale producers, farmers, youth, agronomists, and cooperatives facing multiple vulnerabilities due to system failures. The project addresses asset protection, livelihood opportunities, job security, and basic service access limitations.

It also builds capacity at individual, household, and community levels for crisis response and high-quality production. Part of Oxfam's Nexus Approach, it seeks to address systemic causes of conflict and vulnerability for sustainable growth in the Occupied Palestinian Territory. By improving water access, promoting climate-smart techniques, enhancing livelihoods, and boosting community knowledge and capacity, the project aims to reduce aid dependency and foster resilient, equitable economic growth in the targeted locations.

Results Chain: Three outcomes are proposed to enable the achievement of the program’s overall objective.

OUTCOME 1: ACCESS TO WATER- Vulnerable communities affected by Covid-19, conflict and climate shocks have improved access to water for domestic and irrigation purposes, services, and climate-smart irrigation techniques.

OUTCOME 2: LIVELIHOOD RECOVERY & INCOME GENERATION- Young women and men, agronomists and small-scale producers/breeders have improved livelihoods and increased income.

OUTCOME 3: STRENGTHENED CAPACITY (DRR)- Local communities, stakeholders, producer/breeders’ representative bodies and implementing partners have strengthened knowledge and capacity to respond to emergencies.

Partners:

Oxfam in OPTI implemented the project in partnership with ESDC, UCAS, and PARC. ESDC lead on water access and agricultural livelihoods in both the West Bank and Gaza. UCAS focused on youth entrepreneurship and climate-smart irrigation in Gaza, while PARC addressed disaster risk reduction in both WB and Gaza and support youth-led, innovative agriculture in the West Bank.

Conflict and Crisis Context:

During the project implementation period, the outbreak of war in Gaza (October 2023 onward) caused unprecedented humanitarian crises, widespread infrastructure destruction, and operational constraints. The project was compelled to adapt to this rapidly changing context. Activities were adjusted to meet urgent needs, especially in Gaza while sticking to the project scope. These adaptations are a critical part of the project story and must be examined in the final evaluation.

  1. Objective of the Assignment

This assignment aims to conduct an endline study and a final evaluation of the “BMZ Resilient Communities” project to assess the overall impact, effectiveness, and sustainability of the intervention at its conclusion. The study will revisit the same sample used in the baseline (March 2022) to enable a comparative analysis of changes over time and determine the extent to which the project has achieved its intended objectives across the Gaza Strip and the Jordan Valley and adapted effectively in response to conflict-induced disruptions and new emerging needs in both WB and Gaza. The evaluation must also capture how these adaptations contributed to the project's overall relevance, flexibility, and resilience in crisis-affected settings.

The final evaluation will apply the OECD DAC criteria to examine the project’s relevance, effectiveness, efficiency, impact, and sustainability, and will assess the coherence of the intervention and the extent to which the project has contributed to transformative and resilient outcomes for vulnerable communities. In doing so, the evaluation will provide evidence-based recommendations and lessons learned to inform future programming and policy direction.

The final report should clearly present achievements against project targets and outcome indicators, compare endline findings with both baseline and midline data, and identify key enablers, challenges, and unintended effects observed during the project lifecycle. It should also assess the quality and inclusivity of stakeholder engagement and the contribution of the project to systemic and sustainable change.
