Expert in documenting violations of Human Rights and Humanitarian Laws

Overview

PWWSD is seeking to contract an experienced trainer in documenting human rights and human laws violations to conduct a 3 days thematic training for Palestinian Community Based Organizations (CBOs) and Civil Society Organizations (CSOs) within the project “Strengthening Feminist CSOs working in the implementation of Women, Peace, and Security Agenda in Iraq, Lebanon, Jordan and Palestine”. The training aims to empower participants in documenting human rights and international laws violations, improve their reporting skills, and follow up with them after the training to ensure their effective application of the knowledge they gained from the training in their organizations.

About the project

This project is financed under the program “Strengthening the role of feminist CSOs working in the implementation of the Women, Peace and Security Agenda (WPSA) in Iraq, Jordan, Lebanon and Palestine” funded by the Support Fund for Feminist Organizations of the Agence Française de Development (AFD) and the French Ministry of Europe and Foreign Affairs and implemented in Palestine in partnership with between EuroMed Feminist Initiative and the Palestinian Working Woman Society for Development (PWWSD).

About PWWSD

Established in 1981, The Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all-over the West Bank including East Jerusalem, and the Gaza Strip, and is an active member in several local, regional, and global networks and coalitions.

The Palestinian Working Woman Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, the entitlement of women to political, economic, and civic rights, women’s access to justice and their right to a life free of violence.

Scope of work

The trainer is expected to work in close cooperation with PWWSD on developing a detailed training curriculum that includes both theoretical and practical components and deliver engaging presentations and interactive sessions to ensure the efficiency of the training. This is in addition to:

  • Develop a detailed action plan to be approved by PWWSD.
  • Develop a detailed agenda that reflects the coverage of all the topics highlighted in this training at least one month before the training (Upon signing the contract).
  • Facilitate group discussions and case studies relevant to documenting violations, protection tools, and reporting.
  • Provide participants/trainees with resources and materials for further learning.
  • Prepare pre-post assessment and deliver scanned and hard copy versions of the results to PWWSD at the end of the training.
  • Cover the required topics in the training:
  1. Fundamentals of international human rights and humanitarian law.
  • Principles and ethics of documentation.
  • Data collection methodologies (interviews, testimonies, digital tools).
  • Verification, archiving, and protection of information.
  • Reporting formats and legal frameworks for advocacy or litigation.
  • Legal terminology, focusing on developing trainees’ skills and abilities to document the violations using the correct legal terms.
  • Use practical exercises, role-play, and real-life cases for applied learning.
  • Submit a final report to PWWSD that includes the conducted session regarding topics, activities, and the number of participants in addition to challenges and recommendations. The report shall be submitted in both Arabic and English.
  • Follow up with trainers to ensure they implement the knowledge they have gained in their institutions.
  • Share the training material with PWWSD to be shared with partners after the end of the training.

Language clarifications:

  • The training will be conducted in Arabic, yet the proposal will be in English.
  • All the requested documents will be submitted in both English and Arabic languages including the agenda, work plan, inception report, final report, the training material, and the results of the pre-post assessment.

Qualifications

  • Advanced degree in human rights, international law, or related field.
  • Proven experience (5+ years) in training on human rights violations’ documentation, especially in conflict or occupation settings.
  • Deep understanding of the Palestinian political and legal context.
  • Strong facilitation, coaching, and mentoring skills.
  • Excellent communication skills in Arabic (English is an asset).
  • Experience working with grassroots and civil society organizations is highly desirable.
  • Proven experience in conducting interactive training related to the topic of this training.
  • Solid knowledge in gender issues, with proven experience in developing and implementing gender-based trainings and training material.
  • Strong communication and facilitation skills.
  • Fluency in written English and Arabic.

Submission details

Interested applicants shall submit the following:

  1. Technical offer that includes:
  • Curriculum/profile illustrating the previous experience in the International Human Laws, UNSCR 1325, documenting violations and protection tools in IL.
  • Cover letter expressing the applicant’s interest in this training and the latest work related to the topics of the training.
  1. Financial offer:
  • A separate financial proposal that sets out the budget of the assignment. (Prices in EURO) including income tax.
  • The bidder should submit a source of deduction certificate, if not, 10% from the total contract amount will be deducted.
  • The proposed budget in EURO should be inclusive of all costs, accommodations, and travel costs, among others.
  1. Signed/stamped statement of integrity by the applicant (Please send the signed statement with your offer-It is part of your offer)

This call is open for individuals. interested applicants shall submit their technical and financial proposals to [email protected] before 15-7-2025, any offers submitted after this date will not be reviewed.

Expected time of implementation

The thematic training will be in August, in Ramallah, for 3 days. Thus, by submitting your proposal, you guarantee your willingness to commit to the dates (Will be specified in cooperation between PWWSD and the contracted trainer).

Evaluation Criteria:

  • Technical offer (60%): Previous experience in conducting training on IHL, WPSA, and documenting violations. (40%), Flexible timeframe and workplan (20%).
  • Financial offer (40%): Financial offer and budget breakdown.

 

  1. PWWSD is not obligated to select the lowest price offer. PWWSD will evaluate the offers based on competitiveness, quality, experience, and eligibility based on the above, as well as evaluation of the reasonability of the price offered.
