Disability Mainstreaming Guideline/toolkit



In general, in Palestine, against women and girls with disabilities (WGWDS) are neglected and excluded to a great extent from the state/non-state anti-VAW programs including prevention, response. For example, the last Violence-Survey  has completely overlooked disability issues; and the current national referral system -which aims at protecting women and girls from violence through providing health, social and police services- did not take into account the right of WWDs to protection from violence within its procedures and regulations. In the same context, the current draft law on the protection of family from violence did not address violence against WWDs; and the available safe-houses are not/or partially accessible and deprive WWDs from receiving protection knowing that they are among the most vulnerable to sexual, verbal, physical attacks and other forms of violations such as Hysterectomy

Accordingly, Stars of Hope Society is implementing two projects aim at having ‘Women and girls with disabilities (WGWDs) in West-Bank and Gaza-Strip safely access adequate and appropriate support services, these projects are funded by UN Trust Fund and Global Fund for Women.


Stars of Hope Society (SHS) seeks to develop “Disability Mainstreaming guideline/toolkit” which  is a professional tool that will be produced to identify the key requirements needed to guide the service providers and policymakers to mainstream disability in the EVAW/G domain.  A number of CSOs, service providers, and policy makers in the field of EVAW/G are expected to start working on mainstreaming disability in their programs and services, in which the consultant should conduct a number of coaching visits to monitor and/ or provide guidance regarding the commitment to the disability mainstreaming principles and practices.



  • Master’s degree (or equivalent) in research-oriented social science with extensive knowledge of and experience in leading (designing and undertaking) social/health studies and guidelines. A PHD would be an advantage;
  • Extensive knowledge and experience of gender equality and disability inclusion related issues analysis; (examples of completed relevant studies/ manuals to be mentioned in the technical proposal).


  • At least 7 years of progressively responsible professional experience in gender equality, women’s empowerment, women and girls with disabilities and ending violence against women, specifically, in undertaking research studies/ manuals/ guidelines on above areas;
  • Experience in designing and managing programs and advocating for gender equality and the empowerment of women and girls with disabilities, ideally with some experience in developing countries;
  • Experience in program, policy analysis, strategic planning and data analysis;
  • Familiarity with the UN systems and procedures and monitoring tools will be an asset.

Language Requirements:

  • Written (excellent drafting skills) and oral proficiency in Arabic is required;
  • Knowledge of another UN working language is desirable.
