DCIP is an independent palestinian nongovernmental organization committed to securing a just and viable future for Palestinian Children in the Occupied Palestinian Territory (OPT).

Defense for Children International-Palestine (DCIP) invites consulting firms to obtain the Bid Brochure for BID 1/2023 Lot 1, (develop and update DCIPS’s Administrative & Financial Manuals (Finance, Procurement, HR, Admin & Board of Directors) and/or Lot 2 (develop an Internal Control Framework).

The objectives of the assignment are to develop and update DCIP’s Administrative & Financial Manuals in addition to creating an Internal Control Framework, provide professional feedback and recommendations for future improvements based on local & international standards and best practices.

QUALIFICATIONS:

  • Experience in data collection.
  • Strong analytical skills and proficiency in writing in English and Arabic.
  • At least five (5) years of previous proven work experience in developing institutional operational manuals and internal control framework and regulations.
  • The proposed staff must have requisite academic qualifications, preferably postgraduate in related field, the staff proposed for finance related manual must have academic qualification related to financial and accounting subjects, similarly the proposed staff for HR related manual must have HR related academic qualification in human resources and management, while the staff proposed for procurement related manual must have academic qualification in related subjects and so on.
  • Staff with the needed credentials, knowledge and skills should be provided for each required assignment (Finance, HR, Procurement, and Admin & BoD), the proposed human resource must also include staff with strong communication/reporting and editing/proof-reading skills.
  • Understanding of local labor laws, safeguarding requirements (organizational code of conducts), procurement rules and internationally accepted best practices and standards.
  • Knowledge and experience on gender issues, and strong analytical skills, including legal analysis.
  • Knowledge and experience in internal Audit regulations is required.
  • Previous working experience of proposed staff in similar assignments with will be given preference.

Important Notes for Bid Competitors.

  • Deadline for obtaining the bid brochure is June 19, 2023, at 3 p.m.
  • Deadline for submitting the bid proposal/s in sealed envelopes is June 26, 2023, at 2 p.m.
  • The contract is a Short Term Consultancy, fixed budget contract.
  • DCIP Internal Manuals (Finance, HR, Procurement) were developed by Ernest and Young in 2010, whereas, the (Admin & BoD’s) manuals were developed by DCIP team.

Terms & Conditions:

  • A valid deduction at source certificate must be submitted with the offer.
  • The offer must be valid for a period of 6 months.
  • The consulting firm bears all responsibility if it is unable to provide a valid source of deduction or any official certificate that requires the payment process.
  • Advertisement fees must be paid by the bid winner.
  • DCIP is not required to select the lowest price and entitled to split the proposal /proposals between more than one supplier without giving reasons.
  • The price must be in JOD and does not include VAT.
  • The organization has the right to increase, decrease or cancel some of the quantities in the bid.
  • DCIP has the right to withdraw or cancel the solicitation, without incurring any costs and without any justifications.
  • Delivery must be made in DCIP Ramallah Office (delivery costs will not be reimbursed).

  • Please note that DCIP offices close on Fridays and Sundays and on Official Holidays, opening hours are 8:00 a.m. to 4. p.m.
  • Only complete applications will be reviewed and only shortlisted suppliers will be contacted.
  • Payment will be made through a bank cheque in the supplier’s name only within two-three weeks from receiving the tax invoice.
  • The project is tax exempt and a tax exemption will be issued for it.
  • According to DCIP Procurement Policy, offer must be submitted in sealed envelopes and delivered to DCIP main Office in Ramallah-Sateh Marhaba, Alkholafa Street, Sartawi building 3rd, floor.
  • All Documents have to be stamped by the supplier.
  • The assignment should be started a week from the Bid Award Letter.
  • The first draft of assignment should be completed by 30th, September 2023, so that the final and approved version should be ready before November 30th, 2023 .The estimated level of effort for the assignment is 3-5 months.
  • Interviews will be conducted with number of right holders, programs’ team, DCIP management team, and other needed interviews coordinated with DCIP representatives.

Interested and eligible candidates should submit the following:

  • Two separate Proposals, technical and financial one for the assignment. The technical proposal should outline the preliminary approach, design, methodology and suggested timeframe in relation, while the financial proposal must be clear for the assignment outlining the effort and budget of it.
  • Financial proposal must be clear for both assignments; outlining the level of effort and budget of the assignment, the total amount has to be clear in both words and numbers.
