Oxfam is a registered International Non-Governmental Organization. It is a member of Oxfam International, an international confederation of 17 organizations working together in 98 countries with partners and other allies around the world.
Oxfam focuses its activities on providing a comprehensive response to poverty, working cohesively in the four areas that constitute its identity: development cooperation, humanitarian action, faire trade, social mobilization, campaigns and education for global citizenship.
The project “the equitable agricultural production and market systems for resilient economic development in the occupied Palestinian territory (oPt)” funded by the Swedish International Development Cooperation Agency (SIDA) and implemented by Oxfam aims to sustainably increase poor households’ incomes through enhanced employment and income opportunities.
The overall objective of this program is to contribute to resilient and equitable agricultural growth from which small-scale women and men producers will benefit in the oPt. The specific objective is to increase the wellbeing and income of women and men engaged in small-scale agriculture in vulnerable communities through improved agricultural and market systems in the West Bank, including East Jerusalem, and the Gaza Strip.
Through the Theory of Change, the program aims to catalyze and establish better functioning market services led by the private sector in collaboration with the public sector. The approach will be to establish extension and training services and new business models, based on a strong small-scale producers (SSP) supply base. The program will contribute to developing more equitable agricultural production and more resilient market systems for SSPs in the oPt, which will lead to an increase in production, quality, profitability, and competitiveness of fresh- and processed fruits and vegetables. In addition, the program advocates for more enabling and inclusive policy and planning frameworks. Oxfam, furthermore, will continue to raise awareness of the Government of Israel (GoI) violations of IHL and IHRL affecting the agricultural sector in the oPt.

The deadline for submission of bids is 6th October 2019 2019 at 4pm (Gaza time) upon conditions in the RFQ dossier.
Oxfam will hold a pre-bid meeting (Clarification meeting) on 1st October 2019 at 2PM at Oxfam office in Gaza (Full address in the RFQ dossier)
Responses (Offers) shall be sent only to ([email protected]) without ccing any other email addresses. Any offers sent through other channels will not be considered.
Offer shall be sent in 2 separate files - PDF format - (one for Technical Offer and one for Price Offer)

Oxfam does not bind itself to award the tender to the lowest offer and reserves the right to accept the whole or part of the tender.
