Strategic Advisor For Community Socio-Economic

In Palestine, We Effect partners with local civil society organizations particularly cooperatives and member-based groups to promote sustainable rural development, women’s economic empowerment, community resilience, and access to productive resources like land and water. The focus is on long-term partnerships that strengthen organizational capacity, services, and advocacy efforts.

About the Assignment

We Effect Palestine is seeking a qualified and experienced strategic advisor to support the validation of community socio-economic and climate resilience plans and lead cluster-level mapping under the LIFT Palestine programme. This role is critical to advancing inclusive, climate-resilient food systems and sustainable rural development in Palestine. The ideal candidate will bring deep expertise in strategic planning, socio-economic development, and climate resilience, with a strong commitment to community empowerment and gender equality

About the Programme

The Livelihood, Infrastructure and Food Systems Transformation Programme – LIFT Palestine is an initiative implemented from July 2025 to June 2029, aiming to strengthen the resilience and livelihoods of climate-vulnerable communities through inclusive, sustainable food and agricultural systems. Building on the Environment Climate Justice programme ( ECJP), LIFT focuses on climate-smart agriculture, sustainable infrastructure, and local value chains across four geographic clusters in the West Bank.

The programme is Led by We Effect Palestine in partnership with four leading environmental and agricultural NGOs, in addition to PENGON.  LIFT adopts a cluster-based model to promote coordinated planning, shared infrastructure, and local market development. The programme contributes to Sweden’s MENA Strategy (2024–2027) by enabling job creation, food security, and climate action. The programme will be implemented by four experienced and active NGOs in Palestine’s agricultural sector, jointly working to advance food sovereignty, climate resilience, and inclusive rural economies.

Between 2021 and 2024, four climate resilience plans were developed for the communities of Bardala, Marda, Silat al Harithiya, and Bani Naim as part of the Environmental and Climate Justice Programme. These plans will now be updated and validated to become comprehensive socio-economic and climate resilience plans, reflecting recent developments on the ground, including heightened restrictions and economic challenges that disproportionately affect smallholder farmers, women, and young people. Additionally, the updated plans will be integrated at the cluster level, bringing together the joint villages into a cohesive framework. Please refer to Annex 2 for more details.

The overall objective and outcomes of the programme

The programme objective is that by 2029, Climate vulnerable communities develop resilient food and agricultural systems that generate increased income, create sustainable employment opportunities and strengthen livelihoods and climate action.   

This will be achieved through enhanced and just distribution of access to productive assets and the adoption of transformative agricultural methods while adopting food sovereignty principles.
