Background :

The current critical situation in Palestine, has had profound effects on access to education from basic to higher education. This crisis has severely impacted the well-being of both boys and girls, undermining the quality of education, restricting creativity and innovation among students, and exacerbating the already fragile economic situation in Palestine. Among the most affected populations are marginalized students, particularly girls, who face additional barriers during this difficult time.

The Ministry of Education and Higher Education has identified STEM-related activities (Science, Technology, Engineering and Mathematics) as one of its priorities to ensure children and youth develop a broad set of 21st-century skills — including digital literacy, critical thinking, and problem-solving. An effective 21st-century learning environment is founded on equitable access to information and technology. In order to avoid a future where Palestinian youth face a mismatch between the skills they possess and available employment opportunities, a substantial intervention must begin early, during the school years, to support their digital development.

This intervention aims to build the capacity of adolescent students in the West Bank, empowering them to use digital technologies for community resilience and development, while fostering their personal and professional growth. Focused primarily on girls, the initiative will support students in creating digital solutions for women's and girls' rights and empowerment through coding, robotics, and artificial intelligence (AI), using project-based learning and STEM approaches.

The activities are designed to enhance creativity, collaboration, and technical skills, while also raising awareness of stereotypes and biases in technology and science.

Under the overall authority of the Head of Office of UNESCO Ramallah, looking for a professional firm/institution to organize a capacity strengthening a program on Coding, AI and robotics following STEM approach for 120 school- age students in the West Bank as per the below minimum Mandatory Qualification r to see full advertisement Click here .

Mandatory Qualification requirements

Firm/Institution

It is mandatory that the firm/institution be registered in the State of Palestine (copy of registration certificate to be provided).
Have a proven record of technical capacity with minimum three years of relevant work experience, specialization and mandate in the thematic areas of work (e.g., STEM, robotics, AI, LM and Coding Education, students training, project evaluation) working with marginalized groups and areas (e.g., Gaza, East Jerusalem, H2, Area C).
Proven experience with a minimum of three projects implemented with International Organizations, UN Agencies or International NGOs.
Administrative and technical capacity of the firm to carry out the required assignment to ensure the implementation of all activities within the specified time frame. One team leader, three technical experts in addition to a logistic and coordination staff.
Project-risk management plan (RMP) should be provided as a part of the technical proposal/ to be included in the submitted bid, to determine firm’s capacity to handle risks.

Personnel

1.The team to carry out the required assignment should have at least:

1 team leader,
2 technical experts in Coding, robotic and AI,
1 technical expert in gender equality,
1 staff who is responsible for logistics, coordination and reporting.

Team leader should have the following qualifications:

Master’s in education, computer science or another relevant area.
Minimum of five years of relevant work experience, including project management and capacity building.
Excellent command of Arabic and English both written and spoken.

3.Technical expert - technical expert in gender equality.

Should have the following qualifications:

Master’s degree in gender studies or related field is required.
Minimum three years of work experience in the field of training and capacity building in gender and women’s empowerment.
Excellent command of Arabic and English both written and spoken.

4.Technical expert- technical expert in AI, coding and robotics

Should have the following qualifications:

Bachelor’s degree in Mechatronics, computer system engineering or any other related field is required.
Minimum of five years of experience in robotics, AI, and embedded systems, with a focus on education and applied engineering.
Excellent command of Arabic and English both written and spoken.
