The Agriculture Development Association (PARC) is a leading Palestinian Agricultural Development Organization that was established in 1983. Since its establishment, PARC has been efficiently engaged in Palestinian land development, water resources & environment, poverty reduction and women empowerment, olive oil marketing, as well as other crucial rural development programs
In accordance with its mandate, PARC will be implementing a project titled the "Promote Economic Opportunities, Psychosocial Support and Livelihoods Engagement (PEOPLE)" project, which is being funded by The European Commission (EU).

Capacity Building Consultancy

  PARC is currently seeking the services of a consulting firm specializing in delivering training, coaching, practical experience, and marketing consultation for agri-food businesses. The goal is to develop a customized and effective training program that meets the specific needs of four different agri-food businesses. The training program should cover various aspects of the business, including business plans, managerial and financial skills, and marketing strategies. The training should also include hands-on sessions, on-job tinning, and coaching to enable participants to apply their newly acquired skills and knowledge in a real-world setting. Furthermore, the training should focus on enhancing participants' presentation skills through presentations, research, and interactive discussions.

The consulting firm is accountable for developing and delivering 90 training hours for 20 participants, divided into three programs. Each program will comprise 30 training hours, distributed over 6 training days with 5 hours per day. The training sessions will take place at the PARC Business Incubator. The consulting company should possess expertise in designing and executing training programs for comparable ventures, specifically emphasizing those led by women.

The company will conduct a training needs assessment to identify the main gaps in the capacity of these units. Based on these findings, a customized training program will be designed to address the identified gaps and enhance the skills and knowledge of the participants. By tailoring the program to meet the specific needs of the manufacturing units, the training will be more effective in achieving the desired business objectives.

The consulting company must propose a training program to develop agri-food businesses. By designing a comprehensive technical management, marketing, finance, and risk management program, participants will be empowered to build and develop successful food manufacturing businesses. This will be achieved by covering the following topics:

-      Managerial Skills: The main goal of this training program is to improve the organizational skills of participants and equip them with the necessary tools for effective leadership in their businesses. The program will cover theoretical and practical sessions, enabling participants to develop essential skills for effectively managing and mitigating risks in the manufacturing units, ensuring business operations' continuity and success, and considering topics such as communication, strategic thinking, and decision-making.

- Financial Management: This training program will cover topics related to financial management, such as budgeting, financial analysis, cash flow management, and financial reporting. The program will also provide guidance on making informed financial decisions to ensure the financial health and success of the manufacturing units, which increase profits and reduce costs.

-    Marketing: The marketing training program will cover topics such as market research, product development, branding, advertising, and customer relationship management and will also include E-marketing. This will enable participants to learn about online marketing techniques like social media marketing. The program will give participants the skills to develop effective marketing strategies to attract and retain customers and help the manufacturing units achieve their business objectives.

Note: The training topics mentioned above may be modified based on needs assessment with the project beneficiaries

 Minimum Qualifications

The company is required to provide experts in the specified fields, including:

-      Expert in small-scale business management.

-     Finance expert.

-     Experience in training production units.

-     Expert in marketing/e-marketing.

The consultancy firm must have the resources, ability, and technical expertise to deliver the training at the required quality. The proposed trainers should have the following minimum requirements:

-     At least a master's degree in related fields.

-    Strong background in the agriculture market.

-    Good knowledge of local agriculture context.

-       Good knowledge of the food manufacturing context.

-       Fluency in writing skills in English is a must.

GENERAL INSTRUCTIONS TO TENDER

  • The price includes providing hospitality and stationery for the participants.
  • The price offer must comply with the standards and requirements set out in the price offer.
  • Neither the submitted offer is binding to the Supplier nor the tender offer may be withdrawn after submission and remains binding for three months starting from the date of the request.
  • Price offer documents delivered by hand.
  • The tender envelope must be sealed and stamped.
  • Tenders must stamp all bid papers.
  • Company Registration Certificate (Commercial Record Extractor / Corporate Monitor).
  • Company profile showing the company's capabilities.
  • An organizational (human resources) chart (must include board members and financial managers)
  • A copy of the national ID of board members and the financial manager.
  • Delays: PARC will deduct 50 Euros for each day of delay in the completion of the work after the completion period for not more than 20% of the value of the contract.
  • In case of any scrap or deletion in the offer without the signature and sealed behind the edited item, is entitled to PARC cancelling this offer.
  • The cost of advertisement in the electronic site on the awarded tender winner.
