Right To Play in the Palestinian Territories. Since 2003 we have maintained a country office in Ramallah and field teams in both the West Bank and Gaza. Working through the Ministry of Education, UNRWA schools and a network of local CSO partners, we reached almost 100,000 children (including 21,000 refugee children) and 5,000 adults in 2023 alone with play-based literacy, psychosocial support and child-protection programming. Our Palestinian team of programme, finance and technical specialists is embedded in key coordination bodies—Education and Protection Clusters, MHPSS Working Group, Early Childhood Development Network and AIDA—ensuring rapid, conflict-sensitive response and access to hard-to-reach communities. Decades of experience, robust safety protocols and strong local partnerships enable Right To Play Palestine to deliver and monitor complex projects effectively even amid protracted crisis.

Program Overview

Enhancing Quality and Inclusive Education (EQIE 2.0) 2025-2029 is a five-year NORAD-funded initiative implemented by Right To Play (RTP). The project’s theory of change assumes that play-based learning (PBL), paired with structured psychosocial support (PSS) and psychological first aid (PFA), will simultaneously raise reading outcomes and strengthen children’s socio-emotional skills. To achieve this, EQIE 2.0 invests heavily in CSO-level capacity-building so that partner staff can sustain high-quality PBL, literacy and protection services during and beyond the project.

Purpose of Consultancy

Right To Play is seeking an evaluation partner to design and manage a baseline study (Gaza & West Bank) and Cohort 1 outcome monitoring exercise (West Bank only) on the EQIE 2 program in Palestine. The primary purpose of the baseline study is to respond to the Key Evaluation Questions in this Terms of Reference which have been designed to support Right To Play to strengthen understanding of the relevance, appropriateness, and feasibility of the EQIE 2 design, the operational and technical capacity of the selected CSO partner, and the current condition of children’s literacy, social emotional learning, and psychosocial well-being in the context. The Cohort 1 outcome monitoring exercise will provide the initial pre/post assessment of children’s literacy, social emotional learning, and psychosocial well-being status from the start to end of Year 1.
