Introduction:

Technology for Youth and Jobs Project-TechStart is a project for the benefit of the Ministry of Telecommunications and Digital Economy (MTDE, funded by the World Bank (WB), the European Union, the Swiss Agency for Development and Cooperation, and the Government of the Kingdom of Netherlands, and implemented by DAI Global UK as the Project Implementation Agency (PIA).   

TechStart aims to shift the dynamic equilibrium of the Palestinian IT sector towards continuous upgrading of firms’ capabilities and employment growth. This will be achieved by strengthening firm capabilities, increasing demand from international buyers and investors, and stimulating the absorption of high-tech knowledge in the ecosystem. The project consists of interventions tackling the supply side, the enabling ecosystem, and the demand side of IT services.  

Component 1: Improving IT service capabilities: strengthening the technological and human capabilities of firms and their workforce through human capital improvement stipends, advisory services on managerial capabilities and IT and gender needs assessment and engagement.  

Component 2: Improving the IT services ecosystem: Seed grants to catalyze private investment in IT services; grants for shared R&D centers; grants for IT business infrastructure. 

Component 3:  Improving market access, increasing demand and investments through awareness raising and international market linkages, and Promotion and facilitation of FDI in the Palestinian IT ecosystem.  

Participation in COMEX 2025 in Muscat, Oman 

Technology for Youth and Jobs (TechStart) will be participating in COMEX 2025 taking place at the Oman Convention Exhibition Centre from September 8-11, 2025, in Muscat, Oman. TechStart will be hosting up to 16 Palestinian tech companies and startups in the Palestinian Pavilion in Hall 4 (Space T5). 

To create more favorable results for the participating companies, TechStart is seeking a qualified and experienced B2B Lead Generation Expert to guide and work with the companies to achieve the best possible results and connect them directly with potential clients, partners, or investors. The Expert will attend COMEX 2025 and work with the participating companies.

The implementation period of the assignment is expected to be 3 months, and the assignment is expected to commence around mid-August 2025.

DAI through TechStart, the Project Implementing Agency, now invites eligible individual consultants to indicate their interest in providing the Services. Interested consultants should provide information (CVs, description of similar assignments, case studies, experience, availability of appropriate skills, etc.) demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Bachelor’s degree in Business, Marketing, Technology, or related field.

  • At least 3–5 years’ experience in B2B lead generation and business development in ICT and GCC markets.

  • Demonstrated success in market entry support and business development for companies expanding into GCC markets, particularly Oman.

  • Established network with Omani tech companies, distributors, and industry associations.

  • Strong understanding of the Omani ICT market, its regulatory environment, key players, and industry trends.

  • Strong knowledge of Omani ICT industry trends and Palestinian ICT sector capabilities.

  • Familiarity with Palestinian ICT sector capabilities and export potential.

  • Proficiency in CRM systems and lead generation platforms; excellent analytical and communication skills.

  • Strong presentation, negotiation, and report-writing skills.

  • Fluency in English and Arabic required.

  • Results-driven, culturally aware, and able to attend the COMEX 2025 exhibition taking place in Oman from Sept 8-11, 2025.

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in November 2017, and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
