- Job Purpose Summary and Objectives
The WASH Project Coordinator will be responsible for leading the coordination and monitoring of WASH activities under the Gaza Emergency Response project. This role ensures that interventions such as potable water delivery, sanitation infrastructure, solid waste management, hygiene promotion, and capacity building are executed efficiently, with high quality, and in alignment with donor standards, Core Humanitarian Standards (CHS), and PARC’s internal procedures.
Objectives:
- Ensure timely and effective implementation of project activities.
- Coordinate field operations in collaboration with local stakeholders and service providers.
- Provide technical oversight, quality assurance, and ensure gender, protection, and inclusion are mainstreamed.
- Ensure effective reporting, documentation, and donor compliance.
- Roles and Responsibilities
- Lead the planning and day-to-day management of all WASH-related activities.
- Coordinate with the Program director, procurement, logistics, finance, and MEAL teams to ensure smooth project delivery.
- Liaise with local authorities, UN clusters, and partners as needed.
- Oversee contractors/service providers for water trucking, waste collection, rehabilitation works, and installations.
- Ensure that community-based volunteers (CBVs) and committees (CBCs) are effectively engaged and trained.
- Supervise field staff and ensure adherence to safety, safeguarding, and humanitarian principles.
- Ensure accurate and timely donor reporting.
- Main Tasks and Duties
Project Implementation & Coordination
- Lead the coordination of the WASH component within the Gaza Emergency Response as assigned, e.g., rehabilitation of wells, emergency latrines, handwashing stations, solid waste management, water bladders, hygiene promotion activities.
- Represent PARC in relevant coordination platforms, especially the WASH Cluster and technical working groups, if delegated.
- Ensure that project interventions are aligned with the WASH Cluster strategy, donor regulations, and humanitarian standards.
- Develop detailed work plans, budgets, procurement plans, and risk management plans.
- Supervise field staff and provide ongoing technical guidance.
- Ensure regular communication with partners and maintain strong relations.
- Ensuring the integration of cross-cutting themes (e.g., protection, gender, accountability).
- Facilitate field assessments, baselines, and evaluations in collaboration with MEAL teams.
- Manage contracts with service providers, engineers, and contractors.
- Coordinate capacity-building workshops for staff and partners.
- Ensure documentation, learning, and sharing of best practices and challenges.
- Participate in relevant field visits, needs assessments, and evaluations.
- Work with MEAL staff to collect and validate activity data.
- Draft monthly, quarterly, and final reports as per donor guidelines.

- Required Academic Qualifications
- Bachelor’s degree in civil/environmental engineering, Public Health, Water and Sanitation Engineering, or any related WASH field.
- Required Experience
- Minimum 5 years of relevant experience in WASH project coordination, preferably in emergency or humanitarian settings.
- Proven experience managing donor-funded projects, particularly with INGOs such as Oxfam.
- Prior experience in Gaza or similar conflict-affected areas preferred.
- Skills Required for the Job
Technical Skills:
- Strong knowledge of WASH engineering standards, infrastructure, and community engagement practices.
- Understanding of humanitarian principles and Sphere standards.
- Experience in contract management and supervising infrastructure work.
Behavioral Skills:
- Strong leadership and team management abilities.
- Excellent communication, negotiation, and interpersonal skills.
- Ability to work under pressure, prioritize, and meet deadlines.
- Sensitivity to cultural, gender, and protection issues.
Computer Skills:
- Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook).
- Familiarity with engineering design tools (e.g., AutoCAD) and data analysis software (e.g., Kobo Toolbox) is an asset.
- Other Requirements
Languages Required
- Fluency in Arabic.
- Proficiency in English (professional writing and speaking level required for donor communication and reporting).
Gender Aspects
- Demonstrated understanding of and commitment to child safeguarding and protection from sexual exploitation and abuse (PSEA).
- Good knowledge of gender and inclusion principles.
Work Environment
- Understanding of operating in conflict or highly insecure environments.
- Field-based position with frequent travel to project sites within the Gaza Strip if required.
- Requires the ability to work in challenging and volatile contexts.
