Duty Station: One for Gaza Field Office, one for Ramallah main office
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)
- Job Purpose Summary and Objectives
The Safeguarding, Protection, and GiE Coordinator will provide strategic leadership, technical oversight, and coordination to ensure that all Gaza Emergency Response interventions are safe, gender-responsive, and protection-oriented. The Coordinator will lead the design, planning, and monitoring of protection and safeguarding activities while ensuring that community-based structures (e.g., Protection Committees) are at the center of the response.
Objectives:
- Ensure protection and safeguarding principles are embedded across the emergency response strategy.
- Coordinate with all relevant stakeholders internally and externally to ensure an integrated and participatory protection approach.
- Build the capacities of staff, volunteers, and community actors, including Protection Committees, on key safeguarding and GiE principles.
- Roles and Responsibilities
- Lead the overall coordination of Protection, Safeguarding, and GiE interventions within the Gaza response.
- Develop and update protection strategies, action plans, and standard operating procedures (SOPs).
- Supervise and support the implementation of community-based protection initiatives through Protection Committees.
- Ensure that referral pathways, case management protocols, and feedback mechanisms are functional and in line with inter-agency standards.
- Liaise and coordinate with protection actors, GBV and child protection sub-clusters, and community structures.
- Lead incident response and safeguarding case management, ensuring confidentiality and survivor-centered approaches.
- Provide technical guidance to other sectors leads to ensure protection mainstreaming in all sectors (e.g., WASH, Shelter, Food Security, and Livelihoods).
- Main Tasks and Duties
- Oversee the rollout of safeguarding and protection risk assessments across all operational areas.
- Coordinate regular meetings with Protection Committees to review community protection trends and support their response efforts.
- Ensure integration of GiE principles in program cycle management: assessments, planning, implementation, monitoring, and evaluation.
- Develop and deliver capacity building plans and training materials for staff, committees, and partners.
- Lead the development of tools and guidance for safe programming, risk mitigation, and gender analysis.
- Monitor the quality and effectiveness of protection and safeguarding activities and provide technical backstopping where needed.
- Compile and validate inputs for donor reports, assessments, and coordination forums.
- Represent PARC in relevant coordination spaces and maintain effective working relationships with protection actors and local authorities.

- Required Academic Qualifications
- Bachelor’s degree in Social Sciences, Law, Gender Studies, Psychology, International Development, or a related field.
- Master’s degree or specialized diploma in Protection, Gender, or Safeguarding is strongly preferred.
- Required Experience
- Minimum 5 years of experience in humanitarian protection, safeguarding, and gender programming.
- At least 2 years in a coordination or management role within a local NGO, UN agency, or INGO.
- Proven experience in community-based protection and working directly with local Protection Committees or similar structures.
- Demonstrated capacity to lead inter-agency coordination, develop tools, and implement protection mainstreaming across sectors.
- Skills Required for the Job
Technical Skills:
- Strong knowledge of international protection frameworks (e.g., Sphere, CHS, IASC Guidelines).
- Experience in designing and implementing gender-sensitive, child-safe, and inclusive programming.
- Solid understanding of referral mechanisms, GBV prevention and response, and psychosocial support principles.
Behavioral Skills:
- Excellent leadership, facilitation, and mentoring skills.
- High emotional intelligence, cultural sensitivity, and confidentiality.
- Ability to work under pressure and manage multiple priorities.
- Strong communication and negotiation skills, especially in community-based and humanitarian settings.
Computer and Reporting Skills:
- Proficiency in MS Office Suite (Word, Excel, PowerPoint).
- Experience with digital tools such as KoboToolbox, ActivityInfo, or other MEAL platforms.
- Strong reporting skills in Arabic and English (narrative and analytical).
- Additional Recommendations
- Language: Fluency in Arabic (native); strong proficiency in English (written and spoken).
- Mobility: Willingness and ability to travel to field sites frequently within Gaza.
- Safeguarding Compliance: Must adhere to PARC’s safeguarding policy, sign the Code of Conduct, and report any violations.
- Training Role: Expected to lead training-of-trainers (ToTs) for Protection Committees and field staff.
- Advocacy: Collaborate with the Advocacy Officer to raise protection concerns from the field to external stakeholders.
