Job Title: MEAL Coordinator – Gaza Emergency Response
Duty Station: Gaza Strip
Contract Type: Full-time (project-based)
Reports to: Program Director
Supervises: MEAL Officers, Data Collectors, FAM Focal Points
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)
- Job Purpose Summary and Objectives
The MEAL Coordinator is responsible for leading, developing, and implementing an effective Monitoring, Evaluation, Accountability, and Learning (MEAL) system for PARC’s Gaza Emergency Response interventions. The position ensures that evidence-based decision-making is embedded in programming and that all activities are aligned with humanitarian standards, donor requirements, and organizational learning priorities.
The role aims to:
- Ensure timely and quality data collection, analysis, and reporting.
- Enhance accountability and participation of affected communities.
- Promote learning and adaptive programming.
- Uphold and promote Core Humanitarian Standards (CHS) and safer programming principles.
- Roles and Responsibilities
- Oversee the design and implementation of the MEAL framework across the Gaza emergency response.
- Coordinate and supervise MEAL activities across sectors (WASH, shelter, FSL, Protection, etc.).
- Ensure that all MEAL tools and processes are aligned with donor requirements and organizational strategies.
- Lead on accountability mechanisms and ensure affected populations have access to safe feedback and complaint channels.
- Support capacity building of staff and partners on MEAL, CHS, and accountability.
- Promote learning and ensure findings are integrated into program design and implementation.
- Main Tasks and Duties
Monitoring and Evaluation
- Develop project-specific M&E plans and logical frameworks in coordination with project teams.
- Lead the design of data collection tools and methodologies (e.g., baseline, midline, endline, PDM, KAP surveys).
- Conduct routine monitoring visits and provide technical backstopping.
- Manage the data collection process, ensuring quality control, accuracy, and timely reporting.
Accountability to Affected Populations
- Design and implement effective accountability mechanisms (e.g., feedback hotlines, help desks, suggestion boxes).
- Ensure feedback is analyzed, reported, and used to inform programming.
- Ensure protection, gender, and inclusion are integrated into accountability systems.
Learning and Knowledge Management
- Facilitate regular reflection and learning sessions with program teams.
- Document lessons learned, success stories, and best practices.
- Develop periodic MEAL reports to share with donors, clusters, and internal stakeholders.
Capacity Building
- Train field staff and partners on MEAL tools, data collection, ethics, CHS, and accountability standards.
- Mentor MEAL Officers and field monitors, ensuring continuous learning and development.
Coordination and Representation
- Represent PARC in inter-agency MEAL/IM working groups or clusters when requested.
- Collaborate with external evaluators and donor M&E missions.

- Required Academic Qualifications
- Bachelor’s degree in Social Sciences, Development Studies, Statistics, Public Health, or a related field.
- A master’s degree is an asset.
- Required Experience
- Minimum 5 years of experience in MEAL roles within humanitarian or development sectors.
- Proven experience in emergency settings, particularly in Gaza or similar contexts.
- Familiarity with donor/partners MEAL requirements (e.g., ECHO, UNICEF, Oxfam, CARE, UN-OCHA, etc.).
- Experience in quantitative and qualitative data collection and analysis tools.
- Skills Required for the Job
Technical Skills
- Strong understanding of M&E frameworks, indicator tracking, and result-based management.
- Skilled in using data analysis tools (e.g., Excel, Power BI, SPSS, Kobo, ODK).
- Familiarity with CHS, SPHERE Standards, and Do No Harm principles.
- Knowledge of statistical sampling and survey design.

- Proficiency in Microsoft Office (especially Excel, PowerPoint, Word).
- Experience with digital data collection platforms (KoboToolbox, CommCare).
- Ability to use data visualization tools is a plus (e.g., Power BI, Tableau).
- Other Requirements
- Language: Fluency in Arabic (native); strong proficiency in English (written and spoken).
- Mobility: Willingness and ability to travel to field sites frequently within Gaza.
- Safeguarding Compliance: Must adhere to PARC’s safeguarding policy, sign the Code of Conduct, and report any violations.
- Advocacy: Collaborate with the Advocacy Officer to raise protection concerns from the field to external stakeholders.
