Job Title: Field Supervisor – Food Industry

Location: Gaza Strip
Reports to: Project coordinator  
Contract Type: Full-time – Project-based
Project: Gaza Emergency Response
Duty Station: Gaza Field Office
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)

  1. Job Purpose Summary and Objectives

The Field Supervisor – Food Industry will be responsible for overseeing field-level implementation, monitoring, and coordination of food industry-related interventions within the Gaza Emergency Response project. The role ensures that food processing, storage, packaging, and distribution activities comply with industry standards and humanitarian principles, in alignment with PARC’s objectives and donor requirements.

Objectives:

  • Supervise and support food industry partners and beneficiaries in the delivery of quality outputs.
  • Ensure adherence to safety, hygiene, and quality protocols.
  • Facilitate coordination with stakeholders, including cooperatives, SMEs, and food vendors.
  • Monitor progress, troubleshoot issues on-site, and report accurately and timely.
  1. Roles and Responsibilities
  • Act as the main field focal point for food industry-related interventions.
  • Liaise with cooperatives, food processors, small food businesses, and local partners.
  • Ensure quality implementation of activities related to food production, value chains, food safety, and hygiene.
  • Provide technical support and mentoring to targeted food sector actors.
  • Supervise compliance with project plans, timelines, and safety standards.

 

  1. Main Tasks and Duties
  • Conduct field visits to food production sites, cooperatives, and SMEs to monitor activity progress.
  • Support in the identification and selection of food producers and processors.
  • Assist in the technical evaluation of food production units for compliance and capacity needs.
  • Train and coach beneficiaries on food hygiene, production standards, and business continuity.
  • Oversee the distribution of equipment, materials, or in-kind support and ensure proper documentation.
  • Document field challenges, success stories, and learning to inform program improvement.
  • Coordinate with MEAL staff to ensure that data collection tools and reporting are used appropriately.
  • Participate in coordination meetings and provide updates on progress.
  • Submit timely and accurate reports, including daily logs, weekly updates, and monthly summaries.
  • Ensure adherence to PARC’s safeguarding, accountability, and gender policies.

. Required Academic Qualifications

  • Bachelor’s degree in Food Science, Food Engineering, Agricultural Engineering, Nutrition, Public Health, or a relevant field.
  1. Required Experience
  • Minimum of 2-3 years of relevant field experience in food production, food security, agri-business, or humanitarian projects.
  • Experience working with NGOs, preferably under emergency or recovery settings.
  • Proven experience in working with cooperatives, SMEs, or food industry stakeholders.
  • Familiarity with humanitarian standards (e.g., Sphere, Core Humanitarian Standard).
  1. Skills Required for the Job

Technical Skills:

  • Knowledge of food safety standards (e.g., HACCP, ISO), hygiene protocols, and quality assurance.
  • Familiarity with local food systems and value chains in Gaza.
  • Ability to conduct technical assessments and analyze field data.

Behavioral Skills:

  • Strong interpersonal and communication skills.
  • Problem-solving and conflict resolution.
  • Ability to work independently and under pressure.
  • Strong organizational and time-management skills.
  • Commitment to humanitarian principles, gender equality, and inclusivity.

Computer Skills:

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • Familiarity with data collection apps (Kobo Toolbox, ODK, etc.) is a plus.
  1. Other Requirements

Languages Required:

  • Fluency in Arabic is required.
  • Good command of English (written and spoken) is preferred.

Work Environment:

  • The position is based in Gaza with regular field travel.
  • May require work in challenging or insecure environments during peak periods.
