Action Against Hunger is recruiting in the Gaza Strip a

WASH Assistant - Electro-Mechanical- Deir Al Balah

For 4 months with the possibility of extension 

GENERAL OBJECTIVES:

The WASH Assistant will primarily be responsible for participating in the assessments, design, implementation, and rigorous supervision of projects with significant mechanical and/or electrical components related to water facilities, sewage facilities, and stormwater drainage. Additionally, they will support identifying and collecting broader WASH needs and delivering essential goods and services to alleviate suffering in the Gaza Strip.

He/she will actively engage in planning, management, and coordination with various stakeholders, including community volunteers, counterparts, and activists.

He/she will contribute their specialized knowledge and experience to enhance the efficiency and effectiveness of all actions undertaken.

KEY ACTIVITIES

Conduct Needs Identification and Specialized Infrastructure Assessment:

  • Conduct data collection and registration of IDPs as relevant.
  • Participate in conducting detailed assessments of infrastructure (networks) and facilities (e.g., desalination plants) to identify war-related damage and necessary repairs, with a paramount focus on mechanical and electrical systems and components.
  • Coordinate with daily workers and social workers hired to ensure data collection.
  • Compile information received and ensure data entry or reporting as relevant on the data collected.
  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reach our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within humanitarian and/or development work.

Implement WASH Items and Services Delivery:

  • Supervise water truckers’ execution and other services, ensuring their compliance with agreed terms, technical quality, execution on time, and security measures.
  • Ensure that the delivery of supplies to community representatives for IDP camps is in accordance with the required quantity, quality, and timing, and that he has the knowledge of ACF forms and Kobo tools.
  • Ensure execution of WASH emergency interventions which can include, but are not limited to:
    • Distribution of essential materials for household, baby, and family hygiene, accompanied by detailed guidance on proper management and significance.
    • Collection, treatment, storage, transport, and distribution of water.
    • Water quality monitoring and training on treatment and safe storage.
  • Coordinate closely with IDP centers, camps, and households hosting IDPs or any representative at the distribution points.
  • Ensure timely collection, transport, and delivery of materials.
  • Report in a timely manner to his/her supervisor, proposing solutions to solve difficulties encountered, and document all project actions according to the necessary means of verification. Immediately inform his/her hierarchical and/or functional manager of any situation that is hindering or may hinder the proper development of the work, for the timely and joint making of the necessary corrective measures and decisions.
  • Generate technical reports on the progress of the activities in charge.
  • Collect information of interest to the project.

Lead Construction and Mechanical/Electrical Maintenance Supervision.

  • Assist WASH FO with supervision of WASH infrastructure construction and rehabilitation activities.
  • Preparation of working schedules
  • Assist WASH FO ensure that work is completed as agreed within the contract.
  • Ensure proper execution of WASH infrastructure interventions and support the FO in liaising with the contractor. Such intervention can include, but are not limited to:
  • Provide direct and comprehensive supervision of electrical and mechanical maintenance, repair, and installation works for critical water and sanitation facilities and equipment (e.g., pumps, generators, intricate piping networks, and treatment plant machinery).
  • Ensure strict adherence of contractors to required technical standards, specifications, and quality for all mechanical and electrical works, meticulously monitoring work progress against established schedules.
  • Prepare detailed working schedules for specialized M&E tasks.
  • Assist WASH FO in ensuring the precise and timely completion of M&E related work as agreed within the contract.
  • Ensure proper execution of WASH infrastructure interventions and support the FO in liaising with the contractor. Such interventions can include, but are not limited to:
    • Rehabilitation, cleaning, and disinfection of wells and boreholes.
    • Construction, rehabilitation, and improvement of handwashing, showers, drainage, and sanitation facilities.
    • Training technicians in the operation and maintenance of water and sanitation infrastructures.

Logistical and Administrative Management of Field Activities.

  • Close coordination with transporters and service suppliers.
  • Archive all means of verification and information (physical and electronic) of the different activities carried out within the project.
  • Schedule, together with the project's technical team, the weekly execution of activities in coordination with the other technical and support departments.
  • Deliver the information (physical and electronic) regularly and the latest one week before the end of the execution of its part of the project to the coordinator of the component.
  • Flag any difficulty or complaint received to its management and propose ways to improve ACF delivery processes.

Collaboration in security measures:

  • Transmits in a timely manner all the necessary and complete information to guarantee safety in the areas of action.

Job Requirements
  • Diploma or degree in Mechanical, Electro-mechanical Engineering, or related field.
  • Strong knowledge of electrical and mechanical systems for WASH infrastructures, such as water treatment plants, sewage networks, pumps, or generators. Familiarity with WASH activities, including water trucking, solid waste management, desludging, hygiene kit distribution, data collection tools, and methods.
  • Minimum of 2 years of progressive experience in supervising electrical and mechanical maintenance and installation works in water, sanitation, and stormwater drainage projects. Ideally, with an NGO or the UN. Experience in emergency WASH interventions is also preferred. Private sector experience may also be considered.
  • Dynamism and the ability to prioritize and plan effectively.
  • Strong commitment to honesty and humanitarian principles.
  • Excellent communication skills and ability to work in a team-oriented environment,
  • High levels of adaptability and teamwork spirit.
  • Arabic (required), English (preferred).
  • Advanced command of Windows, Office for information management and reports.
  • Advanced skills in technical drawing software such as AutoCAD. Proficiency with IT systems such as MS Word, Excel, PowerPoint, Teams, and Outlook for information management and reporting. Knowledge of GIS is considered a plus.
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
