This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.

PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.

PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.

Overall Objective

Under the supervision of the Logistics Assistant, the Driver is responsible for the transportation of the PUI staff whenever requested, the maintenance of the vehicles and other logistics tasks.

Tasks and Responsibilities

Under the Logistics Assistant direct supervision, the Driver’s responsibilities include the passenger’s safety as well as the other road users, the car’s simple maintenance and the reporting of any security information gathered while working. 

He represents PUI in the field with professionalism, honesty and commitment

  • Transportation:

Under the supervision of the Logistics Assistant, the Gaza Driver is responsible for the transportation of the PUI staff whenever requested by them, the maintenance of the vehicle.

  • Collect information about the destination before leaving and ensure that the equipment and tools are aboard and that there is enough fuel, according to the planned destination.
  • Safely transport PUI staffs and goods following the planning defined by the logistics department and after validation by the Security officer.
  • Remain on standby at base level if no car movement is needed.
  • Remain in or near the car in case the driver is requested to wait for the PUI staff while working in a specific location and/or in official meetings.
  • Ensure the cleanliness, readiness, and safekeeping of vehicle equipment and tools.
  • Perform daily vehicle checks (tires, oil, fuel, brakes, etc.) and complete maintenance checklists.
  • Refuel the car whenever necessary.
  • Immediately inform the line manager of any technical failure or need for maintenance of the vehicle.
  • Correctly fill in and update the Logbook and any other document related to the car maintenance and the fuel consumption of it on a daily basis.
  • Maintain up-to-date vehicle documents (insurance, driver’s license) and logbooks.
  • Coordinate repairs and servicing with the Logistics Assistant and rental company.
  • Drive responsibly, following traffic regulations and prioritizing safety.
  • Logistics support:

Under the supervision of the Logistics Assistant, the Gaza Driver can also be tasked with logistics support whenever needed such as:

  • Support in distributing and collecting quotations.
  • Assist in conducting market surveys and gathering prices and goods.
  • Provide scanning and printing support when needed.
  • Support logistics departments and any other tasks required by the supervisor.
  • Security:

Under the supervision of the Logistics Assistant and with coordination with the Field Coordinator and Security officer, the Driver is responsible for respect of all PUI’s security procedures, especially those regarding driving.

  • Inform the line manager of any suspicious people met or of a situation faced in the field.
  • Inform the line manager of any threat or incident the driver should have heard about.
  • Keep his driving license and insurance valid and ready for inspection.
  • Immediately inform the line manager, Field Coordinator and Security Officer of any accident.
  • Adjust the vehicle speed to the road conditions and oPt laws and drive with consideration for the safety of the passengers, other road users, the load and the technical state of the car.
  • Ensure the presence, at all times, in the car of: the Log Book, the discharge of responsibility forms, the tools and the spare parts as mentioned and signed by him in the Log Book, a complete first aid kit and one or more spare wheels in good conditions.
  • Enforce PUI’s Driving Guidelines and ensure safety equipment is properly stored.
  • Promote adherence to fleet and security protocols within the Gaza mission.
  • As a PUI driver, the employee isn’t allowed to:
  • Drive after dark without a request by an authorized staff member.
  • Consume any drugs or alcohol before or during the working hours.
  • Transport a non PUI staff members or goods without permission by the line manager.
  • Transport more people than the number of seats available in the vehicle.
  • Drive without having a specific duty notified by an authorized PUI staff member.
  • Commitments:  
  • The Driver ensures the respect of all PUI's procedures.
  • Any decision related to his work must be approved by the line manager.
  • The Driver undertakes vis-à-vis PUI to fulfil all his functions according to the standards of the association, i.e. professionalism, discretion, precision and respect of deadlines.
  • The Driver is a guarantor of the image of PUI in the field towards local authorities, donors and all partners of PUI.

EDUCATION AND TRAINING: 

Required: 

  • Secondary School.

PROFESSIONAL EXPERIENCE: (Humanitarian, International, Technical)

Required: 

  • Minimum  1 year of experience in a similar position.

KNOWLEDGE AND SKILLS

Required:

  • Punctuality.
  • Experience in driving 2X4 & 4X4 vehicles.
  • Driving carefully.
  • Very good knowledge of the Gaza Strip. 
  • Basic knowledge in mechanics.
  • Sensitivity to humanitarian values.

LANGUAGES

Required:

  • Arabic (speaking/reading/writing).

Desirable:

  • English.

DRIVING LICENSE  

Required:

  • Automatic.

  • Be based and live in Deir Al Balah.
