About Gaza 2020 Health Matters
The USAID funded Gaza 2020: Health Matters project is designed to improve emergency preparedness and response and improve access and availability of quality primary and secondary health care by building the capacity of NGOs and community based organizations in Gaza. Led by International Medical Corps (IMC), the consortium including Mercy Corps CARE, and Juzoor brings together the various components necessary to create a holistic system that is responsive to crisis and the needs of residents of Gaza. One of the major activities under the program is to increase Emergency Response and Preparedness for health related humanitarian goods and services.

The Gaza 2020: Health Matters project is looking for a qualified local Software firm, which has extensive proven experience in developing Patients Health Records Workflow, and Stock Management System.
To support Gaza 2020 Health Matters, Mercy Corps will develop Patients Health Records Workflow, and Stock Management System. This system will support project objectives by building the capacity of the project partners in order to enhance their preparedness and response to emergencies. From the other side, the system will support Gaza 2020: Health Matters project to get the required reports by tracking beneficiaries’ information. Therefore, Mercy Corps is seeking to procure and customize existing systems available in the market to satisfy the above mentioned objectives.
Qualifications of the firm that would like to apply for this ToR are as follows:-
-Already have or developed Patients Health Records Work Flow, and Stock Management System for health facilities that could be customized for the requirements of Gaza 2020: Health Matters Project.
-At least 3 years of experience in implementing and providing maintenance for large scale systems in health sector. Preferably with donor funded projects.
-Demonstrable knowledge of web technologies including: back end technologies (e.g. ASP.net, PHP, etc.), front end technologies (i.e. HTML5, CSS3, JS, AJAX, JQuery, AngularJS, bootstrap, etc.).
-Proven experience in developing mobile applications (Android and iOS).
-Superior skills in working with databases especially SQL Server.
-Proven experience in developing and dealing with web services and APIs.
-Solid knowledge of web applications' security principles.
RFP can be collected starting from 3 Jan 2017 from Mercy Corps Gaza office according to below address, from the Procurement Department.
A Pre-bid meeting will be held at Mercy Corps office (Al Motaz Building 3, Al Sena’a Junction) on Sunday 8 January, 2017 at 2:00 pm.
Three (3) COPIES IN ADDITION TO THE ORIGINAL PROPOSAL SHOULD BE SUBMITTED. Proposal submissions should be NO LONGER than 10 pages excluding financial proposal and section A (CVs). Deadline for submitting sealed bids is Sunday 15 January 2017 12:00 PM, to:

Official working hours Sunday to Thursday from 8:00 am up to 4:00 pm
Proposals will be opened in the presence of a Mercy Corps tender commission who consists of not less than three persons and companies’ representatives on 15 Jan 2017 @ 12:30 pm at Mercy Corps Gaza office. Not all commission members’ presence is required. The applicant’s name, the bid prices, the total amount of the bid, any discounts and such other information that the Commission may consider appropriate will be announced and registered in the minutes.
