Bethlehem University The Institute for Community Partnership (ICP) has received a grant from the Quality Improvement Fund (QIF) - Education to Work Transition Project - Ministry of Education and Higher Education and funded by the World Bank for the project entitled: Employability Through Competency-Based Learning in the Tourism and Hospitality Sector in Palestine. This project aims to Improving the quality of the educational programs offered by Institute of Hotel Management and Tourism (IHMT) and the Institute for Community Partnership (ICP) at Bethlehem University (BU) through setting up a market-driven process to strengthen career-education linkages and to be relevant to the availability of jobs in the local market, in collaboration and partnership with PADICO HOLDING and Jerusalem Development and Investment Ltd. (JEDICO) to ensure the relevance of the educational programs to demands of the Hospitality and Tourism Sector (HTS). Accordingly Bethlehem University The Institute for Community Partnership (ICP) seeks the selection and employment of a consultant to develop Leadership and team building Cluster Training Package.

Assignment Objective

Bethlehem University The Institute for Community Partnership (ICP) is now considering the selection of a professional and qualified expert consultant to be part of the consultation team, who will reconfigure the content from current ICP and IHMT curriculum into modules that focus on practical acquisition, practice and mastery an underpinning of a conceptual and theoretical framework. The targeted cluster is Leadership and Team building.

Main Tasks and Responsibilities

The Consultant will be responsible for the following tasks:

Stage 1: Developing or tailor-made training program 30 contact hours
Develop Training package for Leadership and Team Building cluster (30 contact hours) after reviewing the current ICP and the recently developed life skills curriculum for IHMT. The training will target beneficiaries from the hotel industry; Participants will receive diploma certificates upon finishing the course.
Ensure original preparation of all training package components including setting objectives, preparation of content, exercises and activities, and assessment tools.
Modify the training package as per the suggestions of ICP director.
Prepare cases and exercises necessary for the training.
Prepare training manual for future trainers who may deliver the training.
Modify the training package after the training delivery based on the beneficiaries and trainees feedback (if needed).

Stage 2: Conduct a training course TOT of 30 contact hours to minimum of 15 beneficiary from the private sector. The participants of the TOT should be able to conduct training courses to the target groups using the developed training material.

Leadership and Team building curriculum course evaluation with the participation of trainees and Project Coordinator (after first training delivery).
Evaluation for the training participants after the training delivery.
Final training evaluation report including the training material if any soft and hard copies, obstacles met, lessons learned, and conclusions and recommendation for future trainings and workshops (after first training delivery).


- TOT manual 30 contact hours for Leadership and Team Building cluster.
- 30 contact hours of Leadership and Team Building TOT delivered to minimum of 15 beneficiaries.
- Cases and exercises necessary for the training
- Final report including evaluation for all participants and recommendations.

Essential Required Qualifications:

BA or higher in Business Administration or Hotel Management or related fields.
Minimum of 4 years of experience in the field of management.
At least 2 similar assignments development delivered in the past years.
Good communication and writing skills in both Arabic and English Languages.

Time frame:

The assignment should be delivered during two stages:
Four Weeks to deliver the final training package, cases and exercises and teaching manuals.
Five Weeks to deliver Leadership and Team Building training and all related deliverables.
The consultant is expected to conduct an evaluation of the delivered training and trainees during the last week of the course delivery period.
If needed the consultant shall update the package based on actual feedback received from the beneficiaries after the first course.

Contract Type: Lump Sum Contract.
